The report by an international fact-finding committee published on Wednesday finds the Republic of Georgia primarily responsible for the Russia-Georgia War that broke out last August over the seccessionist province of South Ossetia. According to the EU-sponsored commission led by Swiss diplomat Heidi Tagliavini, Georgian troops started the war by firing on the South Ossetian capital Tskhinvali. However the report stresses that Russia also violated international law during the conflict.
