There will be no binding agreement at the Climate Change Conference scheduled for December in Copenhagen. Danish Prime Minister Lars Løkke Rasmussen announced at an Asia Pacific Economic Cooperation (Apec) meeting in Singapore that the agreement has met with opposition from numerous countries. Efforts are now focusing on a two-phase climate pact.
